Yes. Russian citizens and businesses can file EU trademark applications through the EUIPO. There are no nationality-based restrictions on who can apply for an EU trademark.

Non-EU/EEA applicants are required to appoint an authorized representative based in the EU or EEA to act on their behalf in proceedings before the EUIPO. This is a procedural requirement, not an eligibility restriction.
