Yes. US citizenship is not a requirement for trademark registration. Applicants of any nationality can register a trademark with the USPTO.

Non-US applicants who are domiciled outside the US are required by law to appoint a licensed US attorney to represent them before the USPTO. The attorney handles the filing on the applicant's behalf; the trademark is registered in the applicant's name.
