No, you do not necessarily need to sell goods or services to obtain trademark rights. However, you should have a bona fide intent to use the mark for commercial activities in the future.

In some jurisdictions, e.g., the USA, you'll be required to prove that the trademark has entered into commercial use within a given timeframe; however, commercial activity is not a requirement at the time of applying.
