How can I raise an opposition against somebody else's trademark?

An opposition is filed with the IP office of the relevant country using the official opposition form; online or by post, depending on the office; within the publication window. The government fee must be paid for the opposition to be valid.

The notice of opposition must identify the earlier right being relied upon (typically an earlier trademark registration or application), state the grounds for the opposition, and identify the opposed mark. Once filed and accepted by the IP office, both parties are notified and opposition proceedings begin.
