Yes, you should definitely start monitoring your trademark before your application is registered. Your rights run from the filing date, which means that during the pending period, you can already oppose similar applications filed after yours.

The pending period is often when the most useful monitoring happens: you are establishing priority, and any conflicting mark filed in the same window is directly vulnerable to an opposition from you.
