Yes. Companies and individuals based in Latvia, or anywhere outside the US, can apply for a US trademark. The cost and process are the same as for US-based applicants, with one exception: foreign-domiciled applicants are required by US law to appoint a licensed US attorney to act on their behalf before the USPTO.
