What is a final office action?

A trademark examiner issues a final office action in response to a trademark application when they determine that the issues raised in prior non-final office action(s) have not been adequately resolved.

In other words, it signifies that the application is nearing the end of the examination process, and if the applicant doesn't address the outstanding issues, the application is likely to be abandoned.
