Yes. Russian citizens can register trademarks in the US without any nationality-based restrictions. The process and costs are the same as for any other foreign applicant.

Foreign-domiciled applicants, including Russian citizens, are required by US law to appoint a licensed US attorney to represent them before the USPTO. This is a procedural requirement, not a restriction on eligibility.
