An IPO register search is a search within the trademark registry - a national database containing all abandoned, dead, registered and pending trademarks.
The primary use of a registry search is to evaluate whether there are any trademarks, irregardless of their status, that could impede the registration of your trademark due to the possibly perceived similarity with your trademark.
IPOs conduct the search as part of the evaluation process. It is also possible for the applicant (or their representative) to perform such a search themselves in preparation for the application process. It is a worthwhile step since it allows you to avoid potentially lengthy resolution of issues raised by an IPO or oppositions raised by a third party.
