Yes, there are. The European Union Intellectual Property Office (EUIPO) would be one of the Intellectual Property Offices which currently offer SMEs registered in the EU to claim back fees spent on Intellectual Property.
The process to apply for a grant in the EU will, first of all, require you to be a business registered in the EU. Once you meet the eligibility criteria, you can apply for the grant. If you are selected as a fitting applicant, the EUIPO will provide you with a voucher to claim back fees that you will pay to the EUIPO during the filing process.
To receive the grant, the order needs to be paid upfront, and the grant will refund the pre-approved amount of the government fees.
