No, the date of specimen submission doesn't have to match the date when you file your trademark application. With an "intent to use" application specifically, you will have the next 12 months to submit specimens.

The USPTO will contact you or your legal representative during that period to provide the specimen for each class. It is possible to extend the period, but we recommend submitting specimens as soon as possible.
